Answering: Can you build or extend on a sloping or difficult Melbourne site?

Often, yes. A sloping or awkward Melbourne block is not automatically unbuildable. The real question is whether the project is a go, a conditional go, or a pause, once you have an honest read of slope, retaining and drainage, access, easements, and any overlay sitting on top of the zone. That read belongs in feasibility, before anyone draws a house that the land cannot carry. You have been told the block is a problem. A volume builder walked. A friend used the word unbuildable. The fall across the site looks steep from the footpath, the sideway is tight, and the planning property report has more overlays than you wanted to see. The fear is not that you will get a boring house. It is that you will spend a year designing one the land, the water, or the council will not accept.
That fear is reasonable. Slope by itself is not a verdict. Slope plus overland water plus an overlay plus a drive that will not take a truck is a different brief. Feasibility separates those stacks and says if one of them should stop the project now.

Difficult is a stack, not a slope. Melbourne has plenty of sites that fall from street to rear, or from side to side, and plenty of inner lots that are narrow, battleaxe, or already occupied by a house you want to keep. The sites that stall are the ones where two or three of those facts arrive together.
YourHome is still the clearest public description of what slope does to a house: materials, solar access, wind, and physical access. A steep site is generally more than 30 degrees. Strategies that belong to that land (stepping the plan, building above or into the slope) are not the strategies of a flat slab. Forcing a slab-on-ground house onto a fall is how cut-and-fill, retaining and drainage become the project.
Water is the part owners underestimate. Sloping sites increase stormwater runoff above and below the surface. Overland flow, a blocked easement, or a floor plate that acts as a dam shows up as a council and neighbour problem, not only a wet garage. Serious retaining is an engineering problem. We are architects, not engineers. Feasibility asks whether the levels can be resolved in principle, and when an engineer must be in the room.
Access is the part builders price in silence. A steep crossover, a narrow sideway, a truck that cannot get in, a house you will occupy through the build: each changes staging and cost. None is automatically a no. All belong on the triage list before anyone loves a plan.
Easements are land you generally cannot build over. They are on the title. They are not a surprise if you read the title. They become a pause if the only place the extension can go is on top of a drain you cannot move.
Overlays (Heritage, Significant Landscape, inundation, erosion, Special Building) sit on top of the zone. Planning Victoria describes an overlay as a complementary control: it may require a planning permit for development the zone would otherwise allow, without changing the zone’s intent. The overlay adds a test. It is not a stop sign, and it is not a free pass.
A useful feasibility does not produce a mood. It answers four questions in order.
1. What does the land actually do? A feature and level survey, the fall across the building zone, overland flow, soil as far as you can know it before geotech, trees that stay, the existing house if this is an extension. No levels, no design problem yet: a measurement problem.
2. What does the title refuse? Easements, covenants, party walls, shared drives. More binary than slope. If the only sensible addition sits on an easement you cannot move, that is a pause.
3. What will the overlay and the zone require? A VicPlan property report, not a heritage essay. Confirm zone, overlays, and extra schedule controls. Ask whether the work needs a planning permit, a building permit, or both: different permits, different people. We can describe the usual path. We cannot be your town planner, and we cannot promise a council decision.
4. Can the brief and the budget survive that? A split-level house that follows the fall is a different cost to a flat floor held up by retaining. An occupied extension is a different staging problem to a vacant site. If the only version you can fund is not the version the land will take, the answer is pause.
Go: the four line up. Conditional go: a named condition (engineer on retaining; drainage advice; overlay-sensitive siting). Pause: the brief is in a fight with the land or the control, and more drawing will not win it.
That order, not a prettier first sketch, is what feasibility is for, and it is how the practice has worked across 35-plus years and 400-plus projects across Victoria. Two mistakes show up. One is treating an overlay as a stop sign. The other is treating it as decoration.
A Heritage, landscape, flood or landslip overlay can require a planning permit for works that would otherwise proceed on a building permit alone. Planning Victoria’s permit guide is the process: the application has to respond to the zone and overlay that actually apply. Statutory decision periods exist (60 statutory days, clock pausing for further information, notice and referrals). Real calendars run longer. Anyone selling a guaranteed timeline is not reading the Act.
Who does what: the architect designs the response; a land surveyor measures; geotech and structural or civil engineers deal with soil, retaining and often stormwater; a building surveyor issues the building permit; council planners assess a planning permit. We coordinate. We are not surveyors, engineers, building surveyors or town planners. The practice has worked across 10-plus Victorian councils; fluency is not a decision-making power.
If a Heritage Overlay also applies, that is a real extra test. The practice’s historical heritage-approval record belongs to overlay work. It is a record of past decisions, not a promise about yours. A sloping site with no overlay is a different brief.
Once the triage is a go or a conditional go, the design idea is usually one sentence: follow the land.
YourHome and every good hillside house agree. Split levels, a floor plate that steps, living where the land already wants a garden or a view, less cut, less fill. Flattening a Melbourne fall with a giant retaining wall and a single-level slab can be made to work. It can also be the version that costs the most and disturbs drainage the most.
Extensions have a second problem: the existing house already sits at a level. A rear addition that drops with the garden can give you living space a flat extension will never have. A second storey on a house that already sits high may be the wrong fight with overlooking, height and any overlay, even if the floor-area maths looks neat. Those are feasibility questions, not style questions.

On a slope that means water, structure, comfort and durability are in the first sketch. Sustainable building, yes. Openable windows, mixed-mode ventilation, a house that can breathe. A stepped section that photographs well and exhausts the people who live there has failed. Built for living, not just photos, is the test after the land has been told the truth.

Q: Are sloping Melbourne blocks unbuildable?
A: Not necessarily. A site is difficult when slope, drainage, access, easements or overlays stack. Some lots genuinely cannot take a house; many more simply cannot take the house someone has already drawn. That is what the triage is for.
